icedove-l10n-en-gb software package provides English (Great Britain) language package for Icedove, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install icedove-l10n-en-gb
icedove-l10n-en-gb is installed in your system.
